·  The 388 representations and objections (Appendix A of the report) received in response to the proposed traffic management orders (TMO) be noted.

 

·  Officers be instructed to make the TMO in accordance with the statutory process to implement parking control measure in park car parks that will apply at all times during park opening hours, except in Belair Park which will be deferred until further notice.  Maps of areas are shown in Appendix D of the report.

 

·  Officers be instructed that the order should be made with an exception for Emergency ‘A’ permit holders.

 

·  Officers be instructed to write to each person who made representations and to inform them of the council’s decision.

 

·  Officers be instructed to undertake a full review 12 months after implementation as set out in paragraph 34 of the report.

 

·  Officers be instructed to increase cycle parking within the affected parks by 50% within 12 months to encourage travel to parks by bicycle. Dulwich Park will be the first location to receive extra bicycle parking provision, which will be installed before any car parking charges are applied.  Southwark currently has 24 sites (112 stands) allocated to cycle parking in parks with car parks.

5.  That the area for referendum (residential and business) to be the designated South Bank and Waterloo neighbourhood area be agreed.

 

6.  That delegated authority be granted to the director of planning to publish a decision statement in accordable with Regulation 18 of the Neighbourhood Planning (General) Regulations 2012 including taking such steps as are necessary in order to be able to finalise the detailed wording of the modifications set out in Tables 1 and 2 of Appendix C of the report.

 

7.  That delegated authority be granted to the director of planning to carry out all  necessary arrangements for and in connection with the holding of two referendums (residential and business), on the making of the draft South Bank and Waterloo neighbourhood development plan including taking such steps as are necessary for the conduct of cross border referendums.

The council will also work to secure accommodation for those households who wish to live outside of this area.”

·  Appendix 2: Private Rented Sector Offers Policy for Homeless Households

 

Amend the 3rd bullet point under paragraph 13 from:  “PRSOs will be restricted to 90 minutes journey time by bus from either Southwark or the household’s existing location” to “Accommodation will be in or close to Southwark. Unless the household requests a move to a location that is further away, the accommodation offered will be within 90 minutes reasonable journey time by public transport from the address the household was living at before they became homeless and will also be within the M25. Travel times will be measured using the Transport for London online Journey Planner.”

 

·  Appendix 3: Temporary Accommodation Lettings Framework

 

Inserts new paragraph on page 3: “Unless you request accommodation in a location that is further away, we will offer you accommodation within 90 minutes reasonable journey time by public transport from where you were living before you became homeless, this will also be within the M25 area. Amend end of 7th bullet point on page 5 from “90 minutes travelling distance of their school or college and we acknowledge this time will be via a journey by bus due to affordability of transport.” to “90 minutes travelling distance by bus of their school or college, alternatively where the journey is possible within 90 minutes by train, tube or tram but not by bus the council will meet the cost difference between the bus fare and the fare using the train, tube or tram.”

 

Insert a new paragraph after the 5th paragraph on page 6. “If you wish to keep your children in their current school the council will seek to offer you accommodation within 90 minutes journey time by public transport from their school. Where this journey to take the children in your household to and from this existing school is possible within 90 minutes by train, tube or tram but not by bus the council will pay the difference in cost between the bus fare and the fare using the train, tube or tram”

2.  That the council making a capital contribution of £1,400,000 to Lovell Partnerships 50% at start on site, and the balance 50% at practical completion stage, further details of which are noted at paragraph 14 of the report be approved.

 

3.  That the director of regeneration be authorised to grant on satisfaction of the conditions precedent to the Development Agreement, a 250 year lease at a peppercorn rent.

 

4.  That the director of regeneration be authorised to enter into a “250 year lease less one day” sub lease in the social rent and commercial units to be granted on practical completion of the development, and at a peppercorn rent.

 

5.  That it be noted that the strategic director of place and wellbeing is taking the acquisition decision in the absence of the director of regeneration, and in consultation with the strategic director of housing and modernisation, and the cabinet member for social regeneration, great estates and new homes.

 

6.  That it be noted that the award is based on the developer’s overage payment to the council at 50% of sales above the developer’s projected total sales of the private units at the final bid submission stage of £14,500,000 less any increase in build costs by reference to the BCIS Index.

 

7.  That it be noted that the council will receive a total benefit of £6,045,917 as laid out in paragraph 85 of the report and taking into account a capital contribution by the council of £1.4m, results in a value which is approximately £545,917 greater than if the land was sold on the open market with an estimated value of £5,500,000, further details of which are noted at paragraph 56, Table 4 of the report.
